The Authority has developed the following below three (3) regulations in line with the provisions of the Energy Act 2019:

Draft Regulations Objective
Draft Energy (Integrated National Energy Plan) regulations, 2023 To provide a framework that will ensure a coherent and coordinated approach to energy planning in the country in order to meet the country’s energy needs.
Draft Energy (Electricity Tariff) Regulations, 2022 To provide a fair, transparent and data-driven methodology of determining tariffs for a sustainable electricity sector.
Draft Energy (Electricity Regulatory Accounts) Regulations, 2022 To prescribe reporting procedures and requirements for licensees, intended to achieve uniformity and consistent reporting of elements that are required for tariff setting, approval and monitoring.

Stakeholders are requested to review the aforementioned draft regulations that were published on the Kenya Gazette on 16th June 2023 and 11th August 2023 for stakeholders and public comments. Feedback on the draft regulations can be sent via email to info@epra.go.ke or by written memoranda and delivered to the Authority’s head office or satellite offices not later than Friday 17th November, 2023

AUTHORITY PRE-QUALIFICATION OF SUPPLIERS FOR GOODS, SERVICES, & WORKS FOR THE YEAR 2021-2023

The Energy and Petroleum Regulatory Authority (EPRA) is a state corporation established under the Energy Act, 2019. The Authority is the energy sector regulatory agency responsible for economic and technical regulation of electric power, renewable energy, petroleum and coal subsectors.

In September 2021, EPRA invited bids for Pre-Qualification of Suppliers for Goods, Services, & Works for the Year 2021-2023. Accordingly, the Authority conducted Mandatory and Technical Evaluation of the aforementioned suppliers in accordance with the Public Procurement and Asset Disposal Act 2015.

Bi-ANNUAL ENERGY AND PETROLEUM STATISTICS REPORT JULY-DECEMBER 2020

The key statistics captured in this Report include energy supply, energy demand, energy prices, competition and market shares, energy trade and key energy indicators. Data on the electricity sub-sector include: the monthly pass-through costs, energy generation, generation costs, tariff evolution, generation expansion and peak demand
trends. Petroleum subsector data include crude oil and petroleum prices, consumption of petroleum products, and the state of competition in the energy sector.

CALL FOR COMMENTS ON THE DRAFT MINI-GRID REGULATIONS

To streamline the mini-grid sector, EPRA, together with industry stakeholders, has developed the Draft (Mini-grid) Regulations, 2021 alongside the associated Regulatory Impact Statement and technical guidelines.

The regulations provide a framework for mini-grid tariff approval, licensing requirements, guidelines for operations, performance and reporting requirements.

Stakeholders are requested to review the aforementioned documents and provide feedback that will be considered for incorporation in the regulations that will be Gazetted.

A REFLECTION ON THE QUALITY OF ENERGY AUDITS IN KENYA 

This reflection paper focuses on the quality of energy audits conducted by licensed energy auditors between 2017 and 2020. The paper has been authored by a team from EPRA with the aim of addressing common challenges in the energy audit field and recommendations for effective audits.

The Energy & Petroleum Statistics Report 2020

EPRA is mandated, under Section 10(jj) of the Energy Act 2019,  to collect and maintain energy data.
Pursuant to this mandate, the Authority publishes the Energy and Petroleum Statistics Report that aims at providing critical information and statistics on the energy and & gas sectors in the country. The 2020 report is attached below.

Report: Integrating Electric 2 & 3 wheelers into existing Urban Transport Modes in Kenya

The UN (United Nations) Environment under the Small-Scale Funding Agreement (SSFA) commissioned a study in Kenya whose the objectives included; establishment of a framework for transition to electric mobility, evaluation of the national baseline and business-as-usual scenarios for uptake of electric mobility, and design of a demonstration pilot for electric 2 & 3 wheelers to access their local functionality and to raise awareness on their potential benefits.
